The `resolveRef` function was not mapping `local` references to `local_vars` in the context structure, causing all `$ref:local.varName` references to resolve to `undefined`.

JSON scripts use `$ref:local.varName` syntax, but the JavaScript context uses `local_vars` (with underscore) instead of `local`.
